"Under the [Green Communities Act], states impose caps on the total amounts of carbon dioxide that power plants can emit, and holds an auction for emissions permits under those caps, which power plants bid for and can trade with one another afterward. Eighty percent of revenue from the auction in Massachusetts is intended to go into the efficiency program. Consumers will eventually reap $6 billion in savings on their utility bills from the efficiency plan, even after accounting for the added fees, the officials say. A study by the Environment Northeast, a local advocacy group, estimated that putting the measures into effect will also create 25,000 new jobs."
Under this new innitiative, Massachusetts will surpass California as the most energy effiecient state. Lawmakers in Washinton, take note!
